Dieter Spaar is the contractor whom Openmoko hired to produce their
moko10 and moko11 firmwares, and to track down the infamous bug #1024.
Om's semi-src for their fw was not any better than what we have from
Sotovik (they also had L1 and G23M only in binary libs), and Dieter
was complaining about the lack of source for L1 when we was chasing
after bug #1024 (back when it was thought to be a fw bug and not hw),
so at least as of early 2009 he did not have any better source for L1.

Later Dieter was one of the guys who made OsmocomBB, although his 26C3
presentation (the PDF you found is the slide set from that) was just
before the founding of OsmocomBB. The only firmware C source leak he
mentions is the famous TSM30 one.

I can only assume he later became aware of the LoCosto source leak (to
the best of my understanding, it became available to the inner circle
in mid-2010 and then to the general public in 2012-04; I became aware
of its existence when I stumbled across it in 2013-05), but only
Cthulhu knows if he found any others we are not aware of. I emailed
him, but I don't have much hope for a good response, considering that
he is probably one of those people who hate my guts for working on
FreeCalypso instead of OsmocomBB.
