I've just grabbed this from a LWN article  in case any one missed it:-

"In Ukraine, people who took their mobile phones near the site of anti-government protests later received text messages saying that they had been recorded as participating in an illegal action and warning them against doing so again. The unique identifiers baked into each phone are protected by DRM."

I'm thinking twice about that iphone I was gonna buy :-)
