FreeCalypso host tools release

Hello everyone,

I just put out a "formal" release of FreeCalypso host tools:

It is called r3 because it succeeds loadtools-r2, which was released
back in 2014-01.  Needless to say, this release of FC host tools
(which is a superset of loadtools) has been very long overdue:
developments like Compal target support in loadtools and the very
powerful fc-fsio utility have been available in the freecalypso-sw
source tree for well over a year, but anyone who wanted to make use of
them would have had to (1) download a ~63 MiB source tree just to use
a tiny (below 1 MiB) part of it, and (2) build a gcc cross-compilation
toolchain just to compile the tiny loadagent and compalstage target-
side code pieces.

The just-made release eliminates those unnecessary barriers: the
tarball is only 156109 bytes, and includes prebuilt loadagent and
compalstage target binaries, so all you need to compile are the
application programs that will run on your host system.
