ICCID & certification

Hi List,

 From a purely technical p.o.v. - after getting an idea of complexity 
through implementing a proof-of-concept MitM - it seems it makes sense 
for us to join in a resource pool to write a card OS that is simple and 
flexible.

However, before starting we'd like to get an idea of what the hurdles 
are about using a from-scratch approach in a commercial setting, 
bypassing established SIM card vendors.

Two possible problems I saw mentioned up to here are:
- aquiring a range of ICCIDs
- certification.

Are both legally required?

Any other bureaucratic hoops to jump?
