uwire.c relicensing

Well I can tell you that I will _not_ consent for anything related to
anything close to the GSM function (dsp / tsp / l1 / ....).

For that file I see no objections to dual licensing.

It's pretty trivial anyway ... I didn't even remember I wrote it ...
